Kazakhstan is the largest country in Central Asia, and its cooperation with China in economic and cultural aspects is increasingly close. Studying the communication and acceptance of Chinese film and TV series in Kazakhstan can better understand the acceptance and cognition of Chinese culture by the Central Asian people. Based on data analysis and literature research methods, this paper reviews the history of communication and current situation of Chinese films and TV series in Kazakhstan, uses questionnaires to explore the ways and effects of communication of Chinese film and TV series in Kazakhstan, and analyzes the perception of different types of Chinese film and TV series by Kazakhstan audience. It also pointed out a series of problems existing in the communication and promotion of Chinese films and TV series in Kazakhstan: the cultural differences between China and Kazakhstan, the low quality of subtitle translation of film and TV series, and the lack of adequate publicity. Some suggestions are proposed to promote the promotion of Chinese film and TV series in Kazakhstan and Central Asia, so as to promote the in-depth exchange and cooperation of film and television culture in countries along the Belt and Road

The Evolution and Prospect of Deliberative Democracy in Chinese Constitutional Arrangement

As the specific form of socialist democratic politics in the People’s Republic of China (simplified as PRC hereinafter), the generation and practice of consultative democracy are due to the reality and necessity of culture, history and logic. The Chinese People’s Political Consultative Conference (simplified as CPPCC hereinafter) is the major channel of consultative democracy, and the logical starting point of the power system in PRC, too. Consultative democracy not only promotes the democratic transition of CPPCC in the new times, but also updates the concept of constitutional implementation. Interests’ curing currently is the huge obstacle to prevent the reform. As an important part of comprehensively further reform, the development of PRC’s constitution must make a positive response to this to perfect consultative democracy and the relevant systems of constitutional implementation

The non-existence of horizontally flat singularity for steady axisymmetric free surface flows near stagnation points

In a recent research on degenerate points of steady axisymmetric gravity flows with general vorticity, it has been shown that the possible asymptotics near any stagnation point must be the "Stokes corner", the "horizontal cusp", or the "horizontal flatness" (Theorem 1.1, Du, Huang, Pu, Commun. Math. Phys., 400, 2137-2179, 2023). In this paper, we focus on the horizontally flat singularity and show that it is not possible, and therefore the "Stokes corner" and the "cusp" are the only possible asymptotics at the stagnation points. The basic idea of our proof relies on a perturbation of the frequency formula for the two-dimensional problem (Varvaruca, Weiss, Acta Math., 206, 363-403, 2011). Our analysis also suggests that, for steady axisymmetric rotational gravity flows, the singular asymptotic profiles at stagnation points are similar to the scenario observed in two-dimensional waves with vorticity (Varvaruca, Weiss, Ann. I. H. Poincare-AN, 29, 861-885, 2012)

Problems of flood control, erosion prevention, and economic land use occupy today a most prominent place in agricultural thought. But in reading the many discussions and reports of consideration of these problems one is forced to wonder at the repeated exclusion of one of the most fundamental potential factors, namely, the possibilities in heavier types of vegetative cover and tree growth. Until comparatively recently, the soils expert, the agricultural engineer, the engineer and others have proceeded independently along the path of their own individual theories, leaving behind the impression in all too many cases that each considers it beneath his dignity or fears encroachment upon his field and glory to accept anything from the other or concede any benefits to be derived from the other. It is gratifying to note that more and more these old barriers in thought are being torn away and there is a growing recognition on the part of all agencies that there is no one cure-all for these problems. Protection of critical erosion areas with vegetative growth and tree crops on unprofitable agricultural land are assuming proper proportion in the weighing of practical means of solution

Under the background of the “Nation with Strong Culture” in the new era, the inheritance and communication of excellent traditional Chinese cultures are the requirements of new history and new feelings, and the needs for the new era and new journey. Based on the background of the new era with "Culture Going Global", and taking the new cultural program "China in Classics" launched by China Central Television as an example, this article has systematically sorted out the contents of the program, which includes: analyzes the types of characters and different case studies in the program from all aspects, explores the innovative mode and value expression of the ancient Chinese classics’ communication, points out the positive and significant effects of cultural innovation, and proposes optimization measures for some deficiencies. As a result, the promotion of creative transformation and innovative communication of Chinese traditional culture in the context of the new era can be achieved

In knowledge economy era, in-depth study of the basic role of protection of the intellectual property to promote science and technology progress has outstanding academic and practical significance. In the legal system of rights on the basis of right balance concept, and on the consensus of the deep understanding of China’s economic and social structure and legal culture, and on the basis of reasonable adoption of international standards, we must establish the basic national policy which adapts to China’s situation to protect China’s intellectual property, and formulate a unified intellectual property code, and further improve the legal system relating to science and technology. Finally, the academia need to adopt the superior concept “right of knowledge” to direct the theoretical research and legal practice in the future, and make right of knowledge as a prevalent right as social right
